Cook County Board President Toni Preckwinkle and Cook County Government are proud to be leading the way in the American guaranteed income movement. At a national scale, a program like the Promise Pilot would bring economic stability and independence to millions of families, many for the first time in their lives, and has the potential to shift the trajectory of entire communities, as evidenced by dozens of direct cash studies that have taken place since the 1960’s.

Our Promise Guaranteed Income Pilot is just the start and in the coming years, we plan to make this program permanent. We believe the results will demand it — just as they have in other cash programs throughout the past decades. 






The Niles Township Government and Skokie School District 68 formed a pact for funding to go to families facing housing security challenges (including utilities), and a portion will be used to address family child care needs as well!
